The 2011 permit posted Apr 2011 was only for 45000 tons-something bashers hit on incessantly at the time as I remember and they shipped a lot more than that in 2011- 38524 tons and 36002 tons in 2 ships (manifests vary slightly)
I've tried to explain many times that the way govt does things on official tax roles and permits is often screwy -you would have to work in the govt dept to even know what the reasoning was sometimes
so as in 2011 i dont think its a limitation-our real world experience tells us it wasnt a problem before-also may be for tax purposes-maybe cwrn applies for a certain amount for tax purposes-the same way shippers grossly understate the gross tonnage on ships because they are taxed on stated gross tonnage -not the DWT
also remember thats just for the regular iron ore-they apparently have a permit for the fert also-so even if they only shipped 180000 tons regular ore plus ca 100000 tons fert this year I think we would be happy campers- that would be 23333 tons/month shipped
plus what is trucked to Cemex
