Yes, EPA will not change their rules again, and if they do it will be to tighten the rules, as environmental groups have protested and most likely will contest it in court. Whether they'll succeed is another matter, but whatever the scenario, by the end of this year, going into 2014 we will see cement & power plants complying, and by then we should see an Oak Ridge contract.
