Living in a foreign country close to Belice, it is all about money. The problem where I live is the Gov't does what the Gov't wants or needs to do for the Gov't. The price is always negotiable of course. Do people of Belice want to live in poverty or have a better life with infrastucture that's current , jobs, etc..
