The sea slope is very gradual in the San Felipe/Puertocitos corridor (partly due to Colorado river estuary?)-which is probably 1 of the reasons for initial plans to use floating barges.
Remember 1 of the initial plans for CWRN re the Ensenada port was to use barges also, and when I researched ports the 2nd largest in the world -in China -used barges to transfer loads to and from ships since the port was only 7 meters deep-while they planned on constructing a new Chinese port in offshore islands.
Due to the rain shield of the highest Baja mtn range most areas east of said Sierra San Pedro Martir/ Devils Peak range only receive 2 inches of precip/ year and is thus 1 of the driest areas in the world-but San Felipe heavily promotes water recreation opportunities. A few years ago they paved the road from San Felipe to Puertocitos.
