Charles De Lacey serves as a Director of LCTI. Mr. De Lacey, age 53, is a seasoned executive
with a track record of successful execution of transactions across many industry sectors. Mr.
De Lacey has served as Senior Vice President of Wachovia Bank from April 2007 to June 2010,
Senior Vice President, Finance of Metro National Bank since November 2010 and Vice
President, Finance from April 2004 to April 2007, Senior Vice President of Regions Bank from
June 2010 to October 2010, and Vice President of Enron Corp. from April 1998 to April
2004. Mr. De Lacey also held a variety of finance positions at Enron. While at Enron, Mr. De
Lacey managed the liquidations of a $258 million Limited Partnership with
CALPERS. Additionally, he had the lead finance role in a $1.8 billion sale of Portland General
Electric Company. Mr. De Lacey also led financings of over $2 billion in the bank and capital
markets. He led multi-disciplinary transaction teams that included legal, accounting, tax,
regulatory and HR specialists. Mr. De Lacey began his banking career in 1982 with Texas
Commerce Bank. His banking career includes industry specific lending in international, media,
corporate and middle market. His experience includes managing lenders, budgeting and startup operations in new markets. Mr. De Lacey has a BA from Western Kentucky and received a
Rotary Fellowship and a NCAA Postgraduate Scholarship to the London School of Economics for
a Diploma Course in International Economic Relations.
Bryan Scott Jarnagin has been an entrepreneur for over 25 years and serves as CEO and
Chairman of LCTI. Mr. Jarnagin also serves as the Chairman of Entropy Partners, LLC, a U.S.-
based firm focused in the sustainable energy and environmental technologies sectors, from
January 2006 to June 2010. He was a partner with Green Atlantic Partners ,a boutique handson business management firm who work closely with a select group of clients throughout the
world from December 2002 to January 2008. Mr. Jarnagin was also the founder, CEO and
President of TRC, Inc., a commercial services company operating in Texas, California, Oklahoma,
and Louisiana. Mr. Jarnagin currently serves on the boards of AllcoGreen Corp., Entropy Power,
Sangreal Scientific Corp., Tantalus Rare Earth LLC, and Teposolar Corp.
Michael P. Lege serves as CFO/Secretary/Treasurer and Director of LCTI. Mr. Lege, age 58, is
the current Comptroller and Treasurer for The Star of Texas Regional Center, has twenty-nine
years of experience in financial and management accounting with strong supervisory and
management reporting skills. Mr. Lege served as Secretary / Treasurer for Crown Team Texas
beginning in 2005. For the seven years prior to Crown Team he served as Controller of Home
Care Supply, a durable medical equipment supplier with $150,000,000 in annual sales which
sold to Praxair. From 1996 to 1999 he served as Controller of LAWPlus. He was responsible for all areas of accounting and finance. For the seven years prior to LAWPlus he was Controller
Assistant Treasurer of Taylor Medical, Inc. a wholesale medical supplier with over $150,000,000
of annual sales. Taylor Medical merged with Physician Sales & Services in a Pooling of Interest
Merger in 1995 with an effective purchase price of $45 million. Prior to Taylor Medical he
served as Assistant Controller of Gulf Supply, Inc., a wholesale distributor of pipe, valves, and
fittings in Texas and Louisiana which sold to Physician Sales and Services. Mr. Lege’s
experience also includes three years as an operational accountant for Texaco Chemical and one
year as an Internal Auditor for Walgreen’s Company. He holds a BBA in Accounting from Lamar
University, in Beaumont, Texas.
Tommy Harrison graduated from Lamar University, Texas in 1975 with a bachelor’s degree in
accounting and founded privately-held Allco Inc., in the fall of 1984. He is currently president of
a diversified building and construction management firm performing services in commercial,
utility, highway, green and heavy construction areas.
Brandon S. Jarnagin serves as a Vice President/Director. Brandon is a also a partner with
Entropy Partners, LLC a US based firm focused on the sustainable energy and environmental
technologies sectors. Mr. Jarnagin also served as a business analyst for The American
Productivity and Quality Center. He was responsible for developing and managing business
process best practices and benchmarking studies for Fortune 500 firms such as BP, Merck, and
Aetna. Other previous positions included analyst for Green Atlantic Partners. Prior to joining
Green Atlantic Partners he served as lead estimator and commercial sales manager for a
Houston, TX based commercial construction firm. Mr. Jarnagin received a BA in Finance from
the University of Houston.
Gary Bush has over 39 years of diversified mechanical & electrical engineering experience in gas
turbine-based simple cycle, combined cycle, and co-generation plant conceptual design, project
management, project engineering, start-up, construction, operations, and maintenance of
utility gas fired Rankin cycle power plants, and integrated petroleum-producing facilities. He
managed the development of proposals for world-class size combined cycle power plants,
supervising proposal engineering managers, cycle design engineers, water treatment
specialists, and senior mechanical engineers. He has also managed the design and construction
of multiple capital projects from proposal to completion including development, scope-of-work,
contract development, bidding, negotiations, change orders, and closeout. He assumed project
management of seven major electrical facilities being constructed simultaneously.
Andrey Olhovich studied business at Universidad Anahuac, Mexico City, Mexico while working
as a consultant at the JV between privately-held Management and Compensation Consultants and privately-held Johnson and Higgins / Foster Higgins Group. He then began a career at Banco
Santander Mexicano (NYSE:STD) where he first entered as online banking manager for the
public and financial sector and moved up to corporate banking director for the private sector.
He was then transferred to Banco Santander Central Hispano (“BSCH”) (NYSE:STD) in Madrid,
Spain as part of the CEO staff where he joined the bank’s International Directors Development
Program from 2001 to 2004. In 2004 he was transferred to Mexico as risk management director
for the private sector and also served as corporate retail banking director for the country’s
southeast region. During his years at BSCH he was responsible for launching and developing the
market for the bank’s derivatives and risk coverage activities in the same region. In 2009 he
moved to the United States to join privately-held Adley Developments, Inc. of Houston, Texas
as Vice President, Operations, a business development firm focused on the Hispanic Texas
market, and serves as general director of privately-held Adley Media & Entertainment.
Gerardo Alvarez studied industrial engineering at Universidad Iberoamericana, Mexico City,
Mexico and then his postgraduate studies in Spain. His Ph.D. thesis was centered on the design
and structure of a model to improve the economic well-being of rural communities by applying
different agricultural technologies. After completing his studies he served as an Investor
Relations Executive at Desarrolladora ARA (NYSE: HXM), México’s second largest housing
development company, where he was responsible for developing links with the Mexican Stock
Exchange as well as with national and international private investment funds and institutions.
From 2005 to 2009, he was with privately-held Grupo Questro as project manager and member
of the board of its division CASA where he was responsible for the restructuring of operations
and development of new businesses. He also serves as member of the board of privately-held
Club Residencial Bosques and Value Engineering. In 2010 he joined Banco Interacciones and
was responsible of the creation of the projects management division and its structure as well as
operational procedures and manuals.
Gerardo Hubard studied economics at Instituto Teconológico y de Estudios Superiores de
Monterrey (ITESM) and business at Universidad Anahuac while working at the Mexico branch of
the San Francisco, California-based privately-held architectural firm Kaplan, McLaughlin, Diaz
(KMD Architects) as project development executive. He then joined privately-held Hubard
Engineering Services, a family- owned mechanical, electrical and plumbing contracting
company, in the cost and auditing department and after fulfilling responsibilities in all the
different areas of the company he was appointed general manager. He currently serves as CEO
and has headed more than 85 construction projects in different sectors such as the commercial,
industrial, residential, infrastructure, touristic and institutional. He also serves as a member of
the board and CEO of privately-held Andamios y Servicios of Mexico City, a scaffolding and
construction equipment rental and manufacturing company. He is a member of the board at
privately-held Olazar Vacations Properties, a fractional ownership properties development
company, and at privately-held Adley Developments, Inc. of San Antonio, Texas. Eugene Allen has over 60 years of experience in the construction industry and is one of the
founders and currently serves as Vice President of privately held Allco, Inc. Prior to founding
Allco in 1985, he served on the board of privately-held Bella Company of Beaumont, Texas.
While at Bella Company he held the position of Divisional Manager and had complete
managerial responsibility for all building construction projects and later assumed the
responsibility of total overall operations of the company. Mr. Allen also served as Chief
Estimator and General Superintendent with privately-held Chris Smith Construction Company.
