Secretary-General Celeste Saulo says the new guidance fixes that by combining satellite observations, ground measurements, historical climate records, and future projections, before using AI-powered methods to turn the raw weather information into actionable formats for energy planners.
A 2.5-mile resolution provides the technical backbone of the entire system. That level of detail lets planners tell the difference between neighboring valleys or coastal areas where conditions change dramatically over short distances. This precision matters for attracting private money, which needs confidence that sites will perform as predicted before committing capital.

WMO is handing out open-source software and training materials so countries can run and update their mapping systems without hiring outside consultants. That independence matters most for nations with tight budgets or limited technical staff.
Climate commitments are driving the push forward across participating nations. Numerous governments promised to triple renewable generation and double efficiency gains before 2030, a deadline that’s fast approaching. The framework also supports Sustainable Development Goal 7, which targets universal access to affordable and reliable modern energy.
WMO wants every member country running detailed renewable resource maps by the end of the decade. Six countries have already tested the system across different continents and development levels; Chile, Costa Rica, Croatia, Cuba, Malawi, and Tanzania. These pilots proved the approach works across different geographies and government structures before rolling it out wider.
Countries using the guidance can get clearer pictures of their renewable potential, cutting the uncertainty that usually delays projects or drives up financing costs. Better weather intelligence will ultimately help secure energy supplies while speeding the shift away from carbon-heavy fuels as climate patterns change.
