Maryland Department of Health (MDH) OIG
If it involves Medicaid, healthcare funds, this is the state-level agency that oversees those specific dollars. Main Office (Baltimore): 410-767-5784
The "Confidential Inquiry" Mandate
According to the Baltimore City OIG Policy Manual, the office is required to keep all ongoing matters under wraps.
All OIG personnel... are participated as part of an investigative team that conducts confidential inquiries into complaints... analyses and investigations of potential conflicts of interest, mismanagement, embezzlement, fraud, and related civil and criminal cases must remain confidential and not be disclosed to unauthorized parties."
The Maryland Public Information Act (MPIA) Exemption
Under Maryland General Provisions Code § 4-351, the OIG has the legal authority to deny any request for information about a case that is currently "open."
A government agency (like the OIG or AG) cannot disclose any part of an "investigatory file" if it would interfere with a law enforcement proceeding.
State law (GP § 4-351) protects records of investigations precisely so the subjects (like TIMES leadership) cannot see what the government knows until the case is ready for a "Public Synopsis" or court filing.
The OIG only goes public after the investigation is finished. They do this through a "Public Synopsis."
If you search the OIG Investigative Reports page, you will see many cases, but you will not see Times yet.
The Rule: Case files only appear on that list once the OIG has issued their final findings and the city has had a chance to respond. Until then, the law treats the file as "privileged and legally protected."
