The Baltimore County OIG report everyone keeps referencing is about the county failing to properly use a software program for its Minority Business Enterprise unit. It’s an internal audit of a county department. That’s it. There are no defendants, no fines, no enforcement actions, no litigation, and no private companies named.
The report does not name Univec, Dr. Dalton, Lamont Ellis, Time Organization, Amazon, or any private entity. It’s about underutilized software by Baltimore County. Period.
What keeps happening on this board is people seeing words like minority, health, Baltimore, Amazon, or government program and immediately trying to tie that back to Univec or Dr. Dalton because of things he’s said in the past. That’s not how this works. Baltimore is a majority-minority city. Maryland has thousands of minority-owned businesses and nonprofits. Univec, Dr. Dalton, Lamont Ellis, and Time are not the only minorities in Baltimore.
Public listings on 211, DHS, FindHelp, rehab directories, etc. are informational. They don’t mean someone is under investigation, facing fines, or did anything wrong. Those listings sit online for years and are often auto-generated.
As for talk about huge fines or stripping nonprofit status, who exactly is paying a fine? There is no fine mechanism in the OIG report. There is no IRS action. There is no court filing, summons, subpoena, or enforcement notice tied to Univec or Time. Unless you’re looking at an actual legal document with names on it, that’s speculation.
I’m not bashing anyone’s DD. I get that we’re all frustrated and trying to figure out what’s going on. But a lot of what’s being posted lately is half information, missing context, or wrong associations. Deleted posts don’t help either, you’re left with replies and no source.
If I ever see Univec, Dr. Dalton, Lamont Ellis, or Time explicitly named in litigation, regulatory action, or enforcement filings, that’s worth digging into. Even then, it doesn’t automatically mean wrongdoing, it means you look closer.
At this point we’re all in a catch-22. Selling now locks in losses. Holding means waiting without clear answers. Everyone has to make their own call. But digging up vague, unrelated stuff and tying it back to Univec just adds noise and scares people for no reason.
Facts matter. Sources matter. Names matter. Everything else is noise.
