Eagle Force Health states that they have every pharmacy in the US and 4 territories on their platform monitoring opioid purchases to prevent "gaming the system" with multiple prescriptions. They were also working on drug interactions. That was November 2019. We all know Dalton and Eagle Force go way back. So the question is does David own a part of EFH? I have no doubt he does. The reason is, in July three (maybe 4) years ago Doc commented on the Guardian news article about Florida suing Walgreens over opioid multi prescriptions. David said that "Univec will have the answer to adjudicate that problem". That is good enough for me, each to their own.

Also no one bought more than 125M, staying just under the 5% rule. IMO, 8 to 10 of Doc's rich friends bought him out. Now do the math. So, 100M takes a $10 stock price and 125M takes a $8 stock and you are a billionaire. That, IMO is where David gets the "create billionaires".
