States Rush to Complete Clean Energy Projects as Tax Credit Expiry Looms

Dozens of U.S. states are rushing to complete renewable energy projects that are currently under construction before green energy tax credits expire under the recently passed Big Beautiful Bill. With the expiry date for green tax credits fast approaching, state officials are calling for fast‑tracked permitting processes to ensure new renewable energy projects can be connected to the electrical grid before the credits lapse.

Based on the current administration’s seemingly antagonistic stance toward renewables and green infrastructure, these could be among the last clean energy projects launched in the U.S. for several years.

The Trump administration opposed the previous administration’s investments in renewables from day one, with President Trump rescinding dozens of climate‑action policies as soon as he assumed office. Even so, several states remain dedicated to achieving their renewable energy goals despite the considerable challenges presented by the current anti‑green energy administration.

The loss of clean energy tax incentives is especially concerning for the country’s solar and wind ambitions and could potentially slow the U.S.’ long term transition to renewables.

Consequently, states are scrambling to launch pending renewable energy projects in preparation for the uncertainty that will hit once the funding incentives expire. Washington State Senator Sharon Shewmake says the priority is ensuring renewable energy projects are locked into the queue before the deadline elapses.

As chair of the Senate Environment, Energy & Technology Committee, the Democratic senator is among several state leaders committed to fast-tracking renewable energy permitting and coordinating with regulators to connect projects to the grid once complete.

According to Warren Leon, executive director of the Clean Energy States Alliance, the phase‑out of green energy tax credits has ironically accelerated development of projects that were in the “short run.” The tax credits were critical to states hoping to draw a large share of electricity from renewables. Many leaders argue that renewables remain the most reliable and affordable source of clean energy, and warn that utility bills may rise once the credits expire.

The North Carolina Sustainable Energy Association’s executive director Matt Abele notes that some projects will die without the credits, which were expected to be in place through the 2030s when those ventures began.

Even as some projects may be cancelled, many proponents expect state laws and clean energy supply‑demand dynamics to sustain wind and solar growth beyond 2027. As long as states uphold mandates and markets favor cost‑effective clean energy, momentum may survive the federal policy shift. But without replacement incentives or streamlined approval, the U.S. may see higher electricity bills, slower deployment and weakened competitiveness in the global clean energy race.

These clean energy projects are a key factor in complementing other climate-friendly technologies, such as vehicle electrification by companies like Bollinger Innovations, Inc. (NASDAQ: BINI), aimed at lowering the carbon footprint of human activities.
