There is a ton of articles on going back to basics, started in Trump 1.0, it basically means simplify the systems already in use, to improve patient care, taking advantage of the most available resources.
At the moment UNVC isn't doing any business, anyway it isn't in any filings. So this approach shouldn't slow down any progress for UNVC.
The picture appears to be taken in an Hotel dinning room, same carpet most use, plus you can see a chair or table leg in the upper left corner of the picture.
Just my thoughts, only he knows what it means.
