Good points, Ramjet. Plus I think there's a dynamic at work which plays with bureaucrats whatever their function may be: The more complicated and prolonged the approval/validation/certification process is, the more important it can seem and the more people, money, office space and job security it can provide. I'm not attacking anyone, it's just a logical consequence and the nature of the beast.
