Shareholders want know before July 1st, unless David decides to make it public, because it isn't a requirement for him to do so.
The background checks themselves want be made public, but if he doesn't apply by May 1st, OTC Market can go ahead and move a company to Pink Unlimited or Expert Market, but this happening is very slim.
OTC is trying to make the leadership of companies meet certain standards, more transparent and honesty for shareholders.
If you really look into what they are changing, it in my opinion is more of a band-aid in keeping the companies in the Pink Market, the Pink Market is the biggest part of their revenue.
