From a strictly practical point of view UNVC waiting forever for the launch of the Dream Exchange vs. up-listing sooner to the NASDAQ doesn't make a lot of business sense.
However, the main way that I can make sense of this long waiting period is the black-owned connection to the Dream Exchange (DE).
For years Doc has been going on about black-owned companies, minorities, etc. Univec Inc. (UNVC) is a Black-owned, Black-led, and Black-controlled public company in the United States. David Dalton is the CEO of UNVC and the first Black pharmaceutical executive in the chain drug industry.
DE has the same values about black-owned companies and minorities and uses the same language.
Also, maybe Doc committed to the DE early on (before they experienced many delays).
So maybe (from Doc's point of view) the DE launch was always worth waiting for.
