I talked to Torre Cecala (son of Joe Cecala, CEO).
Here is what Torre said:
As you know from yesterday's webinar there are two proposed DE exchanges:
1) The National Market System Exchange and 2) the Venture Exchange (for simplification I'm calling them NMSE and VE here).
The launch of the NMSE requires only SEC approval while the launch of the VE requires US Congress to pass the Main Street Growth Act before it can be approved and launched. So the NMSE will be launched first.
The NMSE launch will happen anywhere from 6-7 months up to 14 months from now. So the earliest launch date is somewhere around September, 2025.
While the focus of the NMSE is on small and mid-sized companies, aside from that it will be just like other current exchanges (e.g. the NASDAQ and NYSE) in that it will list all currently trading public companies.
The IPO launch of new small companies on the NMSE will take place about a year after the NMSE launch (e.g. about September, 2026).
I also asked Torre about the 45 days mentioned on the SEC Form 1 published yesterday. He said that is the "official comment period" .
My take:
If UNVC is going to be on the NMSE (no info on this) it has to be merged by Doc first and vetted, My guess is that Doc could do this sometime before the initial launch in September, 2025 or wait for the launch of IPO companies a year later.
