Salvage therapy or rescue therapy is what you try when other things don't work.
In this trial the patients were all multi-drug resistant, so anything that works at this stage is rescue therapy. That does NOT mean that Leron is only good if nothing else works; it just means that this is something that should be tried if nothing else works. Given the patient population, no other conclusion would be germane.
