Having read a lot of Dr. Pestell's papers I figured that his name was simply appended to quite a few of those papers through some nebulous association. It's a fairly common practice where a researcher has little to no involvement in the actual research but brings the white paper some star power. As can be seen by that article it can come back and bite you on the ass.
That's why you read massive amounts of those studies before you come to any conclusion. One or a few studies might be flawed and the conclusions are unreliable. You have to see if many other studies and your own knowledge support what any study claims. The conclusions of papers I've read with Pestell's name appended have been very solid regardless of any shortcuts made by the actual researchers.
