The Town of West Warwick held open public meets during the early stages of the process, which were attended by representatives of East Greenwich who did not oppose the project until after RI-DEM gave their letter of intent to approve.

"signed a lease" It remarks like this that cause some like ricky to doubt your business expertise. In order for a DEM to see if your project will affect a specific location a company nears to secure that location for them to inspect.
Go to the local and audit opinions with the intent of educating and influencing. In the case of snpw, Oh, you mean like open West Warwick Town council meets and West Warwick planning board meets which were open to both the citizens of West Warwick and East Greenwich which the company did starting 2 years before the RI-DEM letter of intent to approve.
snpw likely would have had a chance to address issues if they had experience in these transactions. They didn’t and it failed. You tube video history clearly shows SNPW provided an expert engineer in the field to answer all technical question regarding the project.
