I do believe
Ri had the approve Bond on their website
State of Alabama approved paperwork for Tax- incentives was publicly listed
Property purchase agreement was verified
And they all comes down to the will of the funder.
You can lead a funder to water but until they actually drink you are "waiting for the final piece for funding"
