Chris from Public Works gave update on meetings with Don/TEI concerning schedule and requirements. He was positive on all points and agreeable on August 2013 completion timeline. He had a construction timetable, but did not share details publicly.
He also stated that a few things needed to be done prior to Notice to Proceed being issued: Drawings and a Cost Estimate + Payment.
Once the NTP was issued, TEI could begin site work, but no construction, as the fire marshal wanted to bring in an expert to determine type and need of fire suppression equipment would be needed at site prior to Building Permit being issued.
Chris noted that the majority of the work was site work, so this was beneficial to TEI.
Board and City Attorney discussed milestones to be met, or simply a completion date (gas being delivered). It was decided that a completion date of 8/31/13 (fully functional) was to be amended to the contract.
Mr. Holmes discussed whether weather could play a part in hindering construction. Mr. Wood said that if that should happen, it would be brought to the attention of the board. Ms. Hopper, apparently never having run heavy equipment in inclement weather, used this opportunity to admit that she would not discuss an extension after this one, so no excuses would be accepted. (Ms Hopper? You can come and bale hay on my side hill during any rain storm you like.)
Chris from Public Works, did address that they themselves would have a concern to the landfill site of equipment on the slopes during rainy periods...... (love common sense in action!)
All board present agreed to amend the contract to reflect a completion date of 8/31/13.
