They talk too much, and do too less, thats todays problem, meetings, conferences and a giant papermill who gets suffocated with even more laws checks & balances... The systems works but agonizingly slow. I wouldn't go as far as saying that the EPA doesn't clean any up, they do, and there's money for current and new projects. Just spend a day on the EPA Brownfields site and you'll see they're working on them... tho slow...
