Here's some speculation on why CRC moved to the top of the list.
FWIW (admittedly meaning little) and from my past experience in communications... anytime anything moves to the top of the list in an organization from formerly low on the list, it is due to a PRIORITY change by the BOD. Which means, reliable and compelling information from this CRC indication made its way INTERNALLY to the BOD and we have this new direction as a direct result. It didn't just jump to the top of the list out of thin air and many here have forwarded several legit reasons why this change occurred. This should be seen as a very positive move by the shareholders.
These quotes from Dr. J's letter highlight what I call executive communication "spin" to support my interpretation of this reliable and compelling information. Spin allows you to communicate just enough broad information to check the communication requirement boxes, but leaves the meat and potatoes undisclosed to keep the details confidential.
