This tidbit from the article bodes well for JBI since NYT DEC is ALL OVER JBI's P2O process:
The biggest challenge for new facilities is likely to be the identification of an industrial site that is appropriate for a waste to energy facility (if not zoned for it) within a community willing to accept the facility.
