Why is it when there is little to no proof/facts in support of a wild-eyed proposition, be it political, or otherwise, one usually falls back to some wild-eyed comprehensive conspiracy? Perhaps a bit more of a reasonable reliance on Occam's Razor would be in order. A grand conspiracy, or the basic nature of bureaucracies?
