They were looking at cytokines not ligands. Ligands are what bind to receptors like CCR5. CCLs are ligands and are what bind to CCR5. Cytokines are downstream of ligands and are activated by those ligands. To make things more confusing the term chemokine can refer to either cytokines or ligands.
A quick glance at the heatmap for that study shows it doesn't reflect what happens in a high inflammatory response. The study also doesn't show the downward cascade of events between ligands and cytokines. A full mapping of all of it would be priceless.
