SNPW IS actually going it alone with nothing to generate new shareholder interest I would assume they will burn though at least 1/2 the AS rather quickly at a very low price.
IF
SNPW is going forward with it's Chinese partners and they end up providing the financing for part of the company it could be a long time before new common shares hit the market.
The key will be the terms of the financing.if the US facility happens,
I would assume that if the Chinese or what ever lender may be has taken a stake in SNPW for the loan or investment , it would be in their best interest to have the company trading on a MAJOR exchange rather then the OTC , so it would make sense for them to convert their interest to common stock further down the road when the company has real value.
