Long considered the 'third rail' of politics, discussions about cutting SS and Medicare benefits, or privatizing benefits, are irresistible to Republicans; it's as if they have no institutional memory of how damaging their proposals have been to their prospects in presidential elections. Romney and Ryan were the last ones to get burned.
