You could also grant part of your friends' premises about the FDA, i.e. that they're rational actors...but then point out what the rationale actually is - NOT what will do the most good for the most people, but what will provide the most profit for the companies they favor and that they are proven to rotate out to when they leave gov't. It's only rational, just not the right way.
