The question is, what does "the probability of a future business arrangement" mean? Does this statement suggest a buy out? Why would North Cal request HIMR to reduce its share structure for merely a partnership? Why would North Cal even care? And, why would North Cal request HIMR to move to their facility, and then make a parcel of land available to HIMR for their headquarters?
