YES DRANO! Exactly. Which again is why it would make sense that a potential partner would sign with CYDY now to help get those holds lifted, and then the partnership goes into effect. If they cannot get the holds lifted for whatever reason within a certain amount of time, either side can walk away and there is no partnership.
