I would disagree with that assessment. Highly positive numbers will get attention, especially concerning a disease that has no approved treatment. Attention means share price increase and an easier path to get money for the rest of the process or a possible buyout offer. On approval the FDA will already have a dosage and usage set up. For manufacturing the FDA has already approved the process but they'll be doing inspections. With distribution, companies will be knocking down the door trying to get a piece of that pie.
