The Phase 2 showed promising results which should meet the criteria of potential benefit so as long as it seemed safe (which we all know it is) that should be enough for Emergency Use. Honestly even post hoc analysis should be enough to show potential benefit when you're in a pandemic with thousands of people dying daily. Saying "well, it looks promising, go do another trial to prove it" seems contrary to allowing emergency use based on potential and probably got a lot of people killed.
