IMO there are many different thoughts about fins, the quiet period, and new things in the next Q. It has been argued many times in the past here.
If you look at lots of large companies that do many news releases, they do not go totally radio silent for the 30 - 45 days in the new Q that it takes for the fins to come out. If something totally new happens, they put out news.
Based on that thought, it is just my opinion that if Doc has everything ready but signing on the final dotted line then it is not something he has to wait on the fins for. If he signed on July 5th, I think he could put out that news w/o waiting on Q2 fins.
I may be wrong and I am sure some will argue. But all of this is mere conjecture until it happens anyway.
