I have no problem with Spain’s sovereign immunity claims, but it isn’t recognized everywhere. The Bahamas, for example, says any wrecks in their territorial waters belongs to them and told them to STFU.
SFRX’s problems isn’t the FBAR, that’s just an excuse.
They fail to understand basic salvage law, as do their shareholders.
The fact you can’t even articulate a clear path to title makes you a real good fit with SFRX.
Oh, and generally bureaucrats are lazy. That’s been my experience, though there are exceptions.
