I agree with your assessment on Cyrus being stressed during the CC. He was responding to the question of why the FDA was asking for additional responses. I have conducted forensic interviews over 50 years. Some people actually have a physical reaction when attempting to answer a difficult question. I heard his voice crack as he attempted to respond, then paused. It seemed to me that he was anticipating the question and at the same time dreading how he was going to respond.
I have seen people physically flinch, cough, or become ill during stressful interviews.
I am not suggesting that what I have experienced is what happened here, only sharing some experience.
