Just when you think it's safe to go into the water, ARCA shows up.
As you know, ARCA is an ECN, not a market maker. This includes ARCA OTCBB.
When market makers and/or other qualified market participants; e.g. broker-dealers, offshore firms, etc., subscribe to the ArcaEdge platform, they can ease trade reporting responsibilities (their words). They can also be anonymous. Choose between anonymous or attributed quote representation, and access a wide array of order types, including market, limit, stop and reserve orders.
The question is why a group wants anonymity and a little slack in trade reporting. If they were able to grab a bundle of shares from Street, look for increased short selling (if the data is recorded correctly). If you have access to a sophisticated platform - an order book - maybe you can figure it out. Anyway, they won't have any fun if there's no vol. Hang on. Don't sell.
IMO
