The way I interpret CA's quote is that he is letting us know that he has asked some very specific questions at the end of March about what information the FDA needs to remove the hold. I'd assume CA is chuffed because up until the end of March the FDA has been somewhat opaque about what needs to be done to lift the hold. A smart move was the "informal meetings" to try and get from the agency what they really need to lift the hold. I suspect the discussions went well beyond whatever safety concerns the FDA used to place the hold. This allows the FDA to understand that CYDY is a different animal now and is intent on moving ahead in a "proper" fashion.
Whether this is the result of conspiracy theorists trying to slow walk CYDY by Big Parma or a hazing of sorts by the FDA for a "changed company" to see if it is real, remains to be seen.
There is no way CA can release details about these talks. Talking out of school or showing frustration with the agency will not get CA and CYDY where they want to go.
This is the FDA's ball and the FDA's court. We're just trying to get our star player into the game after some coaching miscues.
