As I stated before , it would be illogical for a seller to allow an LOI (for an offer less than asking price) based on getting State incentives for over 6 months and take a chance of losing back up offers if the primary buyer did not provide proof that they had the ability to pay.

unless some a naive company put down a non-refundable deposit without a secured loan yet. we saw this lunacy happen with applying for a state bond, required, under a statute, NO final public hearing and Ri-DEM final sign off.
come back when you have an executed loan agreement with an estimated funding date. LOL
