From TDA help desk today:
07:16 pespinosa: one of the team members in the Restricted Securities team stated that at our clearing firm, this stock is still DTC Chilled. until that comes off they are telling me that our clients will be unable to open positions in that security. I also let them know that you have already contacted the company, but my team stated that you would need to contact them again and let them know that their stock is still DTC Chill at our firm. they might need to contact our clearing firm to get that lifted, assuming it is no longer on this restriction

You may want to have a little IM chat with TDA's "Ted" Help Desk (R/T human). I would do it but I've probably worn out my welcome asking questions about another "chilled" stock, which is NOT DTC chilled according to the DTC and the company.
TDA Buy msg: Order cannot be processed due to a DTC chill restricting the ability to transfer a security and settle the trade.

I tend to believe the rumor circulating about TDAmeritrade. TDA helped to bail Knight Capital out of its financial problems after the software debacle last August (fact). Ever since then, TDA has not been allowing buys on certain stocks (fact) with the strong implication that TDA and/or NITE has been shorting those stocks in order to pay down the considerable financial outlay (rumor).
Pls keep us posted with any developments, conversations, etc.
