What follows is speculation on my part (please forgive the political stuff but I believe it often influences FDA decision making) --
In his election victory speech, President Biden announced his administration's goal of curing Alzheimer's. Shortly thereafter, the FDA approved (despite major uproar from within the FDA) a disastrously ineffective drug with horrific side effects - brain swelling among others - called Aduhelm. President Biden ALSO made many HIV related promises:

My guess is President Biden wants to make some splashy announcements soon regarding HIV (heading into an election year). The political will is there and he is under pressure to deliver:

Excerpts of what is being demanded of President Biden from advocacy groups:
"...and a commitment to break the stranglehold of drug company monopolies that still obstruct the rapid roll-out of game-changing treatment and prevention technologies for HIV... It’s not enough for President Biden to celebrate 20 years of leadership against AIDS. He must also show his own.”
Enter Leronlimab for HIV. Unlike that Alzheimer's drug, Leronlimab is INCREDIBLY safe AND effective. This is what REAL progress looks like:

A happy President = a happy FDA = happy CYDY shareholders and most importantly, a lot of lives saved. So if our HIV BLA is in fact back in play (as it appears to be), perhaps its for the aforementioned reasons!
