Ceo can make a date it can be any date he pulls a NOBO list and usually FINRA is involved as is transfer agents and of course your broker!
I received a divi in another penny stock and they sent me a cert listing the shares gifted!(long story but in emd those became worthless)
But i know how it is done and Doc having controlling interest he can make it how he wants!
I can bet u that doc has been pulling NOBO lists over the years and knows who is who!
