CEO reports FINRA tells him Naked Short positions in OTC Nasdaq companies moved offshore to avoid reporting the "Failure to Delivers"

I'm sure many other companies have been attacked in this way for more than 11 years but this is another prime example of an OTC company documenting all events and FINRA still has done nothing!
Very similar to MMAT and MMTLP, EIGH common shares were canceled and exchanged for preferred shares and FINRA did nothing!
