If I’m not mistaken, that would apply IF CYDY was actually listed on one of the exchanges (NASDAQ, NYSE, AMEX)....however, on the OTC bulletin boards there is no “halt” rule for fast and large moves....case in point: see CYDY price action on 6/30/2020.....
