Oil that comes out of the well is at a pressure greater than it is in the tanks. The tanks are at ounces so when the oil gets to the tanks the gas flashes out of the oil and that is the vapor that you see. If it were enough gas you could set up a VRU(Vapor Recovery Unit) to recover the gas and sell it if there was a pipeline close enough.
