I don't think it's disappointing at all and despite being a nothing burger, it had to be done or shareholders would have gone even more crazy with the silence from management.
I am not at all surprised that the holds will not be lifted before the end of the year and I have posted that before, only to be lambasted. These things take TIME and are not easy.
Yes, I expect the SP to drop today, but so what? Unless and until they have good, material news to share, it will be what it has always been.
