You don't know that. All indications are that it was never intended to be nor treated like a binding contract, so no, it very well may not be.
Notwithstanding, your unsupportable spin doesn't change the UNDENIABLE, INDISPUTABLE FACT that is was a cut and paste job that was either not intended to be serious or the signers are completely incompetent.
