Hi Riz - The two s-3s that have been declared effective recently are not to sell shares to the public. They are to register privately issued shares and warrants that were issued previously.

Today's s-3 effective notice applies to shares that were issued to Paulson for past fundraising and also to 15 million warrants issued to Welch.

At this time, they are not trying to sell shares to the public. They can still do private offerings to accredited investors, which typically involve a price discount and warrant incentive. At this time, they have not announced a current private offering.

there is a 10q coming next week and, likely, an announcement of an annual meeting. So, perhaps more information coming soon.
