Edward L. Paine founded the lumber mill in 1853 on the east bank of the Fox River.
Paine was a sash and door mill and by 1929 was producing 1/3 of the nation's hardwood doors, employing nearly 2,000.
As it grew, Paine needed employees and they helped hundreds of immigrants from Russia. The Volga River area supplied them. These immigrants were family and friends and whole shiploads arrived together.
The 1870 Oshkosh Census reveals the Russian names.
Paine built row houses for them and the immigrants were willing to work at a lower wage and happy to have a house to move into upon their arrival.
These immigrants were welcomed and helped build a company.
