Two rivers in Assam, the Brahmaputra and the Barak, which have over 50 tributaries feeding them, overflow and cause floods in Assam, year after year. 2022 has been no exception with over 107 deaths recorded due to floods as on June 24.
With the rivers relativity close, it doesn't seem like the perfect site to build anything. However, India is a tough country with hard working dedicated people who just keep on truckin. I have never been to Assam/Guwahati but I have been in the western part of the Country and as close as Kolkata. But India is India they are not to be counted out. Sorry, I know between Ted's post and this post, there's not much good news.
