Cyrus knows exactly what he's dealing with or he would not have accepted the job. The Hold has nothing to do with the mission statement. The Hold is binary event - either it's "on" or "off", there's no "maybe". He wouldn't have accepted the job if he thought there was a chance that it would not be removed, so for him, it's a question of "when" and not "if". The mission statement describes why the company exists and the goals going forward. It's like the rudder on a ship. The mission statement is completely unrelated nor dependent on knowing the status of the Hold.
